NATIONAL PHYSICAL LABORATORY (NPL)

The National Physical Laboratory is the United Kingdom’s national standards laboratory and is responsible for meeting those countries’ needs for all physical measurement standards. Founded in 1900, NPL is owned by the government and is one of the world’s leading centers for measurement research and development, and its applications. It has a record of successfully applying innovative science to solve measurement problems. For example, NPL developed the world’s first atomic clock. NPL actively participates and often takes a leading role in the international measurement community through organizations such as Euromet and the Bureau International des Poids et Mesures (BIPM).

NPL has been preparing Primary Standard Gas Mixtures since 1978 and has continually increased the range of these standards in terms of the types of mixtures and their concentrations. NPL primary standards involving stable mixtures are usually made from pure gases using a rigorous gravimetric process, conforming to ISO standards. They are maintained at NPL as suites of Primary Standards that are regularly compared with each other and with standards from other national metrology institutes. NPL provides standards traceable to these national standards, including Primary Reference Gas Mixtures and Secondary Standards. These are prepared at the same facilities, are compared directly with NPL primary standards, and are available commercially. NPL also certifies certain commercially prepared gas mixtures. One important area is the provision of multi-component natural gas standards that cover a wide range of species and concentrations to meet customer requirements.

Facilities also exist for the dynamic preparation of less stable mixtures, for the analysis of reactive mixtures by spectroscopy, for the certification of pure gases, and for the type approval and certification of gas analyzers. NPL has considerable expertise in the provision of a wide range of standards at low concentrations for air quality monitoring applications. They range from sulfur dioxide and nitrogen oxides to low concentration multi-component VOC standards, including BTEX at ppb levels. NPL also provides its own mobile air quality laboratories, stack monitor test facilities, and open-path survey capabilities. NPL provides all traceable standards for the UK National Air Quality Network, and is involved with the quality assurance and accreditation of all forms of gas and air pollution measurements.
